See, Zant was revived by Ganon's power, restored to him by Zant. Then it cuts the an unmasked Zant (who died earlier on in the game) snapping his neck.

The Twilight realm just mutated those Oocca until gradually they ended up like Zant, just the way it mutated the Hylian race into people like Midna. The second Man who desired judgment was the Innkeeper, who had bought the wood of the Tree and built from it his house. The fact is, this whole arguement really doesn't matter. Zant says after you beat him that his god will resurrect him, and afyer youwallop Ganon he says "Do not think that this ends here... the history of light and shadpw will be written in blood". But I don't remember the Oocca having blue skin, glowing yellow eyes, and sharp, fang-like teeth. It's definetly plausible for Zant to be both a Twili and an Oocca.
